Authorizes alternative payment programs and providers to maintain records electronically regardless of whether original documents were created in electronic format, in compliance with state and federal standards as determined by the department.

Expands types of records that can be maintained electronically to include attendance sheets, family eligibility and need files, notices of actions, family fee records, and provider invoices, in addition to existing immunization and verification records.

Permits alternative payment programs and providers to retain case records using either electronic or other types of alternative storage that comply with state and federal standards.

Allows alternative payment programs and providers to use electronic signatures that comply with state and federal standards, defined as computer-generated or electronically-produced markings intended to have the same effect as handwritten signatures.

Applies the same electronic recordkeeping and signature provisions to contractors operating under the child care chapter, with records retained for at least five years or until any state audit is resolved.
