Prohibits common interest development governing documents, architectural guidelines, and landscaping policies from blocking the use of low water-using plants as a group or as a replacement for existing turf.

Voids any provision that prohibits or restricts compliance with water-efficient landscape ordinances adopted under Government Code Section 65595 or water use regulations under Water Code Sections 353 or 375.

Allows associations to enforce landscaping rules that fully conform with the water-efficient plant provisions, preventing blanket prohibitions while preserving rule enforcement.

Prohibits associations from imposing fines or assessments against members who reduce or eliminate watering of vegetation or lawns during periods when the Governor declares a state of emergency due to drought or a local government declares a local drought emergency.
