Authorizes nonprofit organizations designated by the department to retain 5% of fundraising tag sale prices as a vendor fee, with 95% of proceeds sent to the department within 30 days of sale.

Sets Nelson bighorn ram tag fee at $400 for residents and requires the Fish and Game Commission to establish a nonresident fee of at least $1,500 by July 1, 2015, with annual adjustments.

Directs the Commission to annually authorize no more than three Nelson bighorn ram tags for fundraising auctions, not to exceed 15% of total tags authorized, with all revenue deposited into the Big Game Management Account.

Establishes that Big Game Management Account funds must be expended for habitat conservation, land acquisition, program implementation, and public hunting opportunities benefiting antelope, elk, deer, wild pigs, bear, and sheep.
