• Allows entities to use Local Control Funding Formula funds for Cal-SAFE programs and requires participating early learning programs to meet specific health, safety, and quality standards, including health evaluations, developmental profiles, and staff training requirements.

• Specifies that teen parent participation is voluntary with open entry and exit, prohibits denial of enrollment based on multiple pregnancies or children, and mandates services be provided free of charge.

• Establishes program goals including high school diploma completion, transition to postsecondary education or employment, prevention of repeat pregnancies, and enhanced school readiness for children.
