Requires the Department of Corrections and Rehabilitation to establish a voluntary prerelease reentry program for all inmates in state prison, commencing no later than 6 months before release.

Program shall include adult basic education, career technical education, postsecondary education, and transition programs with employment services and skills training.

Requires cognitive behavior therapy components including substance abuse treatment, anger management, and family relationship counseling.

Includes transition planning assistance covering financial literacy and housing assistance to support community reentry.

Participation in the program is voluntary for inmates.
