Mandates the Public Utilities Commission to revise the Energy Upgrade California program website to include information about demand-side energy management programs specifically for small business customers.

Defines "demand-side energy management programs" to include energy efficiency, demand-side response, clean distributed generation, energy conservation, and weatherization programs offered by the state, utilities, and local governments.

Establishes legislative findings that small businesses reducing energy consumption can help California lower greenhouse gas emissions and that maximizing participation in energy management programs benefits small business productivity and reduces peak electrical demand.
