Expands the Forest Fire Prevention Pilot Project Exemption to include Del Norte, Humboldt, Mendocino, and Sonoma counties in addition to existing Sierra Nevada Region areas and Modoc, Siskiyou, and Trinity counties.

Allows forest management activities in the newly added counties to proceed without requiring a timber harvesting plan prepared by a registered professional forester, provided all other exemption conditions are met.

Authorizes the State Board of Forestry and Fire Protection to adopt emergency regulations to implement the expanded exemption.

Takes effect immediately as an urgency statute to enable eligible forest management activities in the four additional counties to benefit from the exemption at the earliest possible time.
