Exempts chiropractors listed on the federal Department of Transportation National Registry of Certified Medical Examiners from clinical laboratory licensing requirements when performing urine tests (specific gravity, protein, blood, and sugar) classified as waived tests under federal CLIA.

Limits the exemption to urine tests performed solely for Department of Motor Vehicles medical examination reports and requires chiropractors to obtain a valid federal certificate of waiver and comply with all applicable federal regulations.

Requires chiropractors who receive abnormal test findings to refer the applicant to their primary care physician.

Enacted as an urgency statute effective immediately to address the federal government's anticipated shortage of certified medical examiners for commercial driver medical certifications.
