• Requires community choice aggregators to notify customers at least twice within 60 days before automatic enrollment and inform them of opt-out rights without penalty.

• Restricts entities serving as community choice aggregators to no more than three contiguous counties beginning January 1, 2015, with an exception for ordinances adopted prior to that date.

• Mandates that all solicitations and communications by community choice aggregators include specific electric supply rate comparisons between the aggregator's rates and the existing electrical corporation's rates for the customer's class.

• Requires the implementation plan filed by a community choice aggregator to completely describe third-party electricity suppliers, including their financial, technical, and operational capabilities.

• Authorizes the Public Utilities Commission to require community choice aggregators to provide additional information during registration to ensure compliance with consumer protection rules and procedural matters.
