Requires the California Workforce Investment Board to develop and update an annual workforce metrics dashboard measuring the state's human capital investments in workforce development using existing data sources.

Dashboard must report on credential attainment, training completion, degree attainment, participant earnings, and provide demographic breakdowns by race, ethnicity, age, gender, veteran status, and industry sector outcomes.

Authorizes the State Department of Education to collect social security numbers from adults in adult education programs for tracking purposes, with participation not denied for refusal to provide the number.

Requires participating workforce programs (community colleges, Employment Training Panel, Workforce Investment Act programs, Trade Adjustment Assistance, and apprenticeships) to provide standardized participant data to the Employment Development Department.

Directs the Employment Development Department to aggregate workforce program data and report it to the board organized by demographics, earnings, and industry of employment to support dashboard production.
