Extends prohibition on closing or proposing to close state parks to include fiscal year 2014-15 (previously covered 2012-13 and 2013-14), with exception for operating agreements.

Appropriates $20.5 million from State Parks and Recreation Fund: $10 million for matching donor contributions, $10 million to prevent park closures through 2015-16, and up to $500,000 for audits and investigations.

Requires Department of Parks and Recreation to develop a priority list of deferred maintenance projects, prioritizing those preventing park closures, addressing safety hazards, maintaining revenue, and increasing access to underserved communities.

Renames Division of External Affairs as Division of Community Initiatives and Park Access and requires it to develop by June 30, 2017, a strategic action plan to improve park access for urban and underserved populations through pilot projects, partnerships, and removal of access barriers.

Directs department to expedite use of technology for purchasing park passes and paying day use fees through Internet-based and mobile payment systems where feasible.
