Includes joint powers agreements in the types of materials that commissions are authorized to request during their studies of existing governmental agencies.

Defines "joint powers agency" or "joint powers authority" as an agency or entity formed under the Joint Exercise of Powers Act that provides municipal services and performs governmental functions.

Requires joint powers agencies and joint powers authorities to comply with commissions' requests for information, consistent with existing requirements for cities, counties, districts, and state agencies.
