Requires residential care facilities for the elderly and adult residential facilities (licensed for no more than 6 residents) with valid licenses as of January 1, 2015, to install and maintain operable automatic fire sprinkler systems approved by the State Fire Marshal by January 1, 2019.

Requires newly licensed residential care facilities (licenses issued on or after January 1, 2018) to have approved, operable automatic fire sprinkler systems installed and maintained.

Requires sprinkler systems to meet the National Fire Protection Association 13D standard and establishes that the State Fire Marshal shall adopt regulations by January 1, 2017, to implement these provisions.

Mandates that facility licensees pay all costs associated with compliance and limits local jurisdiction inspection fees to the actual cost of plan review or installation inspection.

Provides that no state reimbursement is required because the act changes the definition of a crime related to fire protection requirements.
