Establishes the California Healthy Kids Survey as a voluntary comprehensive pupil self-report data collection system addressing school climate, campus safety, and pupil health risks and behaviors.

Authorizes school districts to administer the survey to pupils in grades 5, 7, 9, and 11, with optional supplemental surveys for parents and staff (California School Parent Survey and California School Climate Survey).

Requires school districts to comply with parent and guardian notification and consent provisions under Education Code sections 51513 and 51938 before administering the survey.

Mandates that data collected from all three surveys remain confidential and be used to plan, implement, and evaluate progress on local control and accountability plan goals related to school climate and pupil engagement.

Requires funds to be appropriated in the annual Budget Act or other statute to the department to administer the surveys, provide technical assistance to school districts, and collect and analyze data on pupil health, school connectedness, and school violence.
