Adds a new category of motorized bicycle definition for electric-powered devices with fully operative pedals, limited to 1,000 watts motor output and maximum speed of 20 miles per hour on level ground.

Requires manufacturers of electric motorized bicycles to provide buyers with written disclosure that existing insurance policies may not cover these bicycles.

Specifies disclosure requirements: must be printed in at least 14-point boldface type on a single sheet and include specific capital letter warning language about potential insurance coverage gaps.
