Expands mass layoff notification requirements to include written notice to the Governor's Office of Business and Economic Development, in addition to existing notices to employees, Employment Development Department, workforce boards, and local officials

Requires the Employment Development Department to post mass layoff and relocation notices on its Internet Web site upon receipt

Applies 60-day prior written notice requirement to employers ordering mass layoffs, relocations, or terminations at covered establishments, with exceptions for physical calamities or acts of war
