Requires the Secretary of State to provide guidance to local elections officials on establishing early voting locations, notifying voters, and ensuring compliance with disability access requirements.

Defines "early voting" as voting a vote by mail ballot in person at the elections official's office or another designated location before or on election day.

Allows county elections officials to apply for funding from public or private sources, including federal Help America Vote Act funds, to provide early voting services.

Mandates that counties receiving sufficient funding must offer early voting on at least one Saturday and Sunday after mail ballots are first delivered, with locations open a minimum of 6 hours each day and complying with disability access laws.

Becomes operative on January 1, 2016, and does not apply to elections conducted wholly by mail or precincts where all voters receive mail ballots.
