Establishes the Blended Learning Pilot Program to operate from 2015-16 through 2017-18 school years, administered by the State Board of Education to explore innovative blended learning models and document best practices

Authorizes school districts, county offices of education, charter schools, and charter school management organizations to apply for participation, with the state board selecting 20 to 30 schools based on specified criteria including viability, early success, goal rigor, and diversity of models

Allows the state board to approve waivers from Education Code requirements for participating schools to remove operational barriers and enable innovation, with waivers applying only to selected schools and only during the pilot program duration

Requires the Superintendent to contract with an educational research organization to study the pilot program and submit results to the state board by September 28, 2017, and mandates the state board submit a report to the Legislature by December 31, 2018 on pilot results and recommendations

Chapter 8.7 automatically repeals on January 1, 2019, unless extended by subsequent legislation
