Extends wine sales event permit validity from a maximum of 5 consecutive days to the entire duration of the event for winegrower licensees.

Permits wine sales only at festivals, fairs, civic or cultural celebrations, and similar department-approved events sponsored by tax-exempt organizations, with wine sales not being the primary purpose.

Limits wine sales event permits to no more than 2 uses per month at any particular location, with annual limits of 5,000 gallons per licensee and 1,250 gallons per individual event.

Requires licensees to obtain annual departmental authorization for $50 per year, notify local jurisdictions at least 5 days before events, and submit annual reports on gallons sold.

Requires tax-exempt sponsor organizations to allow multiple winegrowers at events with expected attendance of 1,000 or more attendees, with booth fees comparable to those charged other vendors.
