Requires the Board of Registered Nursing to adopt specific criteria for determining equivalency of nursing course instruction when assessing out-of-state applicants filing for licensure by endorsement, with primary emphasis on licensed clinical experience.

Mandates the board prescribe regulations identifying education eligible for credit toward licensure, including clinical or theoretical knowledge acquired through prior professional experience, military education or experience, and experience from other licensed health care fields.

Requires nursing schools to give student applicants credit for previous education and provide opportunities to obtain credit for prior professional experience through challenge examinations or other evaluation methods.

Prohibits the board from delegating authority to prescribe credit regulations to approved schools of nursing, limiting the definition of "credit" to licensure purposes only, not academic certificates or degrees.

Removes discriminatory admission practices by community college nursing schools against applicants seeking to fulfill nursing unit requirements under Section 2736.6.
