Maintains requirement that county treasurer transmit $4 from birth certificate fees to the mother's county of residence if that county has established a child abuse and neglect prevention program.

Clarifies that the $4 fee transmission applies only to county children's trust fund collections, not to the $2 Umbilical Cord Blood Collection Program Fund or other locally-levied assessments.

Birth certificate fee funds continue to support county children's trust funds established to finance child abuse and neglect prevention and intervention programs.
