Establishes a 5-year pilot project in three local agencies allowing building departments to issue building permits based on architect-prepared plans reviewed by an unaffiliated architect, without standard government plan-checking.

Applies only to single-family dwellings (up to two stories plus basement), multiple dwellings with up to four units (up to two stories plus basement), appurtenant garages or structures, and agricultural/ranch buildings unless public safety risks exist.

Pilot project expires January 1, 2020, and is repealed unless extended by later legislation enacted before that date.

Defines "local agency" as a city, county, or city and county.
