Establishes the Habitat Restoration and Enhancement Act to streamline approval of small-scale habitat restoration and enhancement projects that benefit fish, wildlife, and listed species across California.

Requires the Department of Fish and Wildlife to approve habitat restoration projects within 60 days if they meet specified eligibility requirements, including consistency with best available restoration methodologies and no cumulative significant adverse environmental impacts.

Creates the Habitat Restoration and Enhancement Account within the Fish and Game Preservation Fund to receive and manage funds for administering the program, with application fees capped at reasonable administrative and implementation costs.

Mandates the Department submit an implementation report to the Legislature by December 31, 2020, including information on approved projects, their geographic distribution, and funding adequacy.

Sunsets the entire chapter on January 1, 2022, unless extended by legislation enacted before that date.
