Requires the Secretary of State to automatically order a manual recount of all votes cast for statewide offices or state ballot measures if the vote margin is 0.1% or less, effective until July 1, 2015.

Automatic recounts are triggered in primary elections when the difference between second and third place candidates is ≤0.1%, and in general elections when the difference between the top two candidates is ≤0.1%.

County elections officials must begin recounts within seven days of receiving notice from the Secretary of State and conduct them daily for at least six hours.

Imposes state-mandated local program costs on counties, with the state required to reimburse counties in an expeditious manner upon certification of those costs.

Takes effect immediately as an urgency statute to ensure vote counting procedures are in place for the November 4, 2014 statewide general election.
