Requires probation officers to assess a defendant's ability to pay for the costs of mandatory supervision, in addition to existing requirements for probation supervision and conditional sentences.

Mandates that defendants receive a hearing with right to counsel to contest ability-to-pay determinations, and requires knowing and intelligent waiver if the defendant waives the right to a court hearing.

Defines "ability to pay" to include present financial position, reasonably discernible future financial position within one year, likelihood of obtaining employment within one year, and other relevant financial factors.

Allows courts to hold additional hearings during the supervision period to review the defendant's financial ability, and permits defendants to petition for modification based on changed circumstances.

Requires each county probation department to develop a payment schedule based on income, approved by the presiding judge, with payments allocated to the county probation department's operating expenses.
