Continues the California Cyber Security Task Force in the Governor's Office of Emergency Services to convene stakeholders and compile policy recommendations on cybersecurity for the state, with quarterly meetings required.

Creates a 13-member California Cyber Security Steering Committee in the Governor's Office of Emergency Services, consisting of representatives from state agencies, higher education, and private sector technology and utility industries, to implement task force policy recommendations.

Authorizes the Governor's Office of Emergency Services and Department of Technology to conduct strategic direction of risk assessments performed by the Military Department's Computer Network Defense Team.

Establishes cybersecurity priorities including developing state prevention and defense strategies, partnering with federal agencies on information sharing, establishing security standards, expanding public-private partnerships, and developing workforce training programs.

Task Force and Steering Committee automatically sunset on January 1, 2020, unless extended by the Legislature.
