Requires persons applying for an original or renewal driver's license who are required to register under the federal Military Selective Service Act to be deemed as having consented to Selective Service registration.

Directs the Department of Motor Vehicles to include notices on driver's license applications informing applicants of their consent to Selective Service registration and providing information about alternative service for conscientious objectors.

Mandates the Department of Motor Vehicles to electronically forward necessary personal information to the federal Selective Service System for registration of eligible applicants.

Applies to United States citizens and immigrants ages 16-25 applying for original or renewed driver's licenses who are or will be required to register with Selective Service.

Becomes operative on January 1, 2016.
