Expands prohibition on obliterating, mutilating, or marking out manufacturer names to include metal kegs, in addition to existing restrictions on returnable beer containers and wood or fiberboard cartons.

Requires written consent from the manufacturer before any manufacturer's name, brand names, print, or markings on returnable beer containers or metal kegs can be altered or removed.

Exempts metal kegs and wood or fiberboard containers from the requirement if they belong to a beer manufacturer that has discontinued business and is no longer licensed.

Violations remain a misdemeanor offense under the Alcoholic Beverage Control Act.

Specifies no state reimbursement is required to local agencies or school districts under the California Constitution for costs related to this crime provision.
