Permits family members or legal representatives authorized by law to request recordation of a veteran's military discharge documents (including DD214 forms) on the same terms as the veteran themselves.

Requires the person requesting recordation to sign a form acknowledging that the military discharge document becomes part of the official county record and is open to public inspection.

Restricts the issuance of copies of recorded military discharge documents to comply with Section 6107 of the Government Code, which governs who may receive certified copies.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs for local agencies, reimbursement shall be made pursuant to Government Code Part 7.
