Extends the requirement that school districts, county offices of education, and joint powers agencies expend no less than 2012-13 fiscal year funding levels for regional occupational centers and programs from 2014-15 through 2016-17 fiscal years (previously set to expire after 2014-15).

Maintains funding protections for regional occupational center and program joint powers agencies, preventing redirection of 2012-13 funding sources to other purposes through 2016-17 unless authorized by law or mutual agreement.

Requires direct apportionment of funds to regional occupational center and program joint powers agencies in the same amounts they received in 2012-13 fiscal year for fiscal years 2013-14 and 2014-15.

Adds a separate expenditure requirement for adult education funding that applies only to 2013-14 and 2014-15 fiscal years, requiring counties and school districts to maintain 2012-13 spending levels.

Modifies references to joint powers authorities to joint powers agreements throughout the Education Code sections governing regional occupational center and program funding.
