Establishes the Business Filing Coordination Council within the Secretary of State's office, composed of 7 members including the Secretary of State, Commissioner of Business Oversight, Director of Consumer Affairs, Director of Technology, and three appointed members from the Senate, Assembly, and Governor.

Council must review business filing needs, support and improve efficiency of business filings with the Secretary of State, and provide businesses with additional points of contact for concerns and suggestions to streamline the business climate.

Requires the council to submit annual reports to the Governor and Legislature by December 31 each year detailing progress on meeting its requirements, with reports published on the Secretary of State's website.

Council members serve without compensation and state funds cannot be used to pay member expenses.

Responds to the California Business Connect Project, which aims to modernize the Secretary of State's manual, paper-based filing process and provide 24-hour online services for faster business formation and filing.
