Deletes the prohibition against charter schools appealing revocations of their charter by the chartering authority.

Maintains existing requirements that chartering authorities consider revoking charters for schools failing to meet accountability standards in three of four consecutive school years.

Requires chartering authorities to follow specified hearing procedures under Section 47607(e) when revoking a charter.

Establishes that increases in pupil academic achievement for all student subgroups shall be the most important factor in charter revocation decisions.

Provides for state reimbursement to local agencies and school districts for any costs mandated by this act, as determined by the Commission on State Mandates.
