Requires the State Board of Equalization to complete county assessor surveys within 3 months after beginning the survey, rather than proceeding "as rapidly as feasible"

Extends the survey repetition cycle from every 5 years to every 7 years for existing surveys

Allows former county assessors whose administrations are being reviewed to appeal board appraisals and requires the board to meet with them before preparing survey reports

Changes final survey report deadlines: 2 years for surveys started by December 31, 2014; 18 months for surveys started January 1-December 31, 2015; and 9 months for surveys started January 1, 2016 or later

Requires written survey reports to include context-specific recommendations and comparable examples of practices from other counties, rather than general best practices
