Authorizes $4,300,000,000 in state general obligation bonds for construction and modernization of education facilities, with proceeds allocated as $3,700,000,000 for K-12 schools, $200,000,000 for California Community Colleges, and $400,000,000 for University of California, Hastings College of the Law, and California State University.

Revises the definition of "modernization" to include replacement of permanent structures at least 25 years old (or portable classrooms at least 20 years old) and authorizes grants for seismic mitigation purposes and related design and testing costs.

Reduces the minimum school district maintenance set-aside requirement from 3 percent to 2 percent of total general fund expenditures and requires school districts participating in new bond-funded programs to reestablish eligibility and conduct facility inventories.

Requires state agencies to develop an interagency plan by July 1, 2015, to streamline school facility construction application, review, and audit processes to reduce time and improve efficiency.

Becomes operative only upon voter approval at the November 4, 2014, statewide general election and takes effect immediately as an urgency statute.
