Amends Section 1780 of the Civil Code to require courts to award court costs and attorney's fees to the prevailing party in Consumer Legal Remedies Act actions, rather than only to prevailing plaintiffs.

Removes the provision that allowed courts to award reasonable attorney's fees to prevailing defendants only upon finding the plaintiff's prosecution was not in good faith.

Maintains existing remedies available to consumers including actual damages (minimum $1,000 in class actions), injunctive relief, restitution, punitive damages, and treble damages for certain violations.

Preserves additional remedies for senior citizens and disabled persons who can recover up to $5,000 in supplemental damages upon meeting specified conditions.
