Requires transferring landowners to notify acquiring landowners in writing about existing nonindustrial timber management plans and working forest management plans, and to send the department a copy of the notice.

Authorizes the department to provide notice to acquiring landowners if the transferring landowner fails to do so and the department discovers the change of ownership.

Grants acquiring landowners one year from receipt of notice to inform the department of their intent to assume the plan; allows the department to cancel the plan if no notification is received within this period.

Specifies that violations of the notice requirements by landowners do not constitute a crime.
