Reduces rescission fees for Williamson Act contracts converted to solar-use easements from 6.25% to 10% for standard contracts and from 12.5% to 10% for farmland security zones, effective until January 1, 2020.

Requires 50% of rescission fees collected to be deposited in the General Fund, with the remaining 50% retained by the county.

Allows property owners and the Department of Conservation to request formal review of fair market valuations determined by county assessors before rescission fees are finalized.

Applies only to parcels approved by the Department of Conservation as eligible for solar photovoltaic facility placement and requires simultaneous entry into a solar-use easement lasting at least 20 years.

Sunsets on January 1, 2020, unless extended by subsequent legislation enacted before that date.
