Requires the Department of Corrections and Rehabilitation to either maintain a hyperlink to the Secretary of State's voting rights guide for incarcerated persons on its website or post notices with the website address in each parole office where parolees are seen.

Establishes the same requirement for county probation departments: maintain a hyperlink on their website or post notices in probation offices where probationers are seen.

Provides incarcerated persons and parolees with access to information about their voting rights eligibility under California law.

Chaptered on September 30, 2014 after passing the Assembly on April 21, 2014 and the Senate on August 14, 2014.
