Prohibits dealers from charging a redemption payment for beverage containers that exceeds the amount set forth in the California Beverage Container Recycling and Litter Reduction Act.

Establishes violations as infractions punishable by a fine of not more than $100 when the overcharge is $1 or less.

Requires sealers to separately report in written reports to the Department of Food and Agriculture any enforcement actions taken against violations that result in penalties.

Mandates the Department of Resources Recycling and Recovery to notify the Department of Food and Agriculture of any changes to beverage container laws or regulations affecting refund values, redemption payments, or dealer responsibilities.

Specifies that no state reimbursement to local agencies is required because the act creates a new infraction.
