Require state agencies serving substantial non-English-speaking populations to develop implementation plans in odd-numbered years addressing language access deficiencies, including translation gaps and bilingual staffing shortages, with six-month progress reports.

Define "substantial number of non-English-speaking people" as 5% or more of the population served by a statewide or local office.

Authorize the Department of Human Resources to issue orders to enforce compliance if agencies fail to make reasonable progress toward meeting bilingual service requirements.
