Authorizes any person to serve process and orders in actions against a sheriff, removing the previous requirement that the person be a U.S. citizen over 18 years old.

Removes the requirement that process servers identify the person to be served when accessing gated communities, requiring only a valid driver's license and proof of registration as a process server or employment with a sheriff/marshal.

Expands sheriff and marshal notification authority to notify protected persons of service of process for any order or injunction (not just harassment, workplace violence, domestic violence, or elder abuse cases), including via publication on the sheriff's internet website.

Increases and revises sheriff and marshal fees for various civil process services, including raising summons service fees to $40, writ execution fees to $100, and property custody keeper fees to $140 for every 8-hour period.

Allocates $18 from each collected fee to a special fund in the county treasury for sheriff's civil division or marshal equipment and operations, with 95% for implementation and maintenance costs and 5% for administrative expenses.
