Amends Water Code Section 60317 to establish a 180-day statute of limitations for judicial actions challenging replenishment assessment resolutions or motions adopted on or after January 1, 2015.

Requires that actions brought on or after January 1, 2015 challenging replenishment assessments must be brought under Title 1 (commencing with Section 1067) of Part 3 of the Code of Civil Procedure.

Maintains existing requirement that replenishment assessment rate be set uniformly per acre-foot of groundwater produced by the water replenishment district board.

Preserves existing cap limiting assessments under subdivision (c) of Section 60316 to no more than 50 percent of the average assessment from the current and four preceding fiscal years.
