Prohibits state, county, or city law enforcement officers from purchasing, obtaining, or accepting gifts or donations of motor vehicles from vehicle towing, transportation, or impound companies that do business with their employer agency.

Violation of this prohibition is a crime under existing law provisions that already penalize public officers from being purchasers or vendors in transactions related to their official capacity.

Specifies that no state reimbursement is required for local agency costs because the violation creates a new crime, consistent with California Constitution Article XIII B requirements.

Amended on March 28, 2014 to replace original provisions regarding alcoholic beverage licensing for vessels with new law enforcement restrictions on motor vehicle transactions.
