Establishes the California Veterans Services and Workforce Development Division within the Department of Veterans Affairs to coordinate and administer veterans assistance programs provided by the state.

Requires the division to coordinate with state entities to ensure veterans receive information about all available state assistance programs and are informed of changes to existing or new veterans programs.

Mandates the division assume administration of federal Jobs for Veterans State Grant Program by July 1, 2015, including the Local Veterans' Employment Representatives program, Transition Assistance Program, and Disabled Veterans' Outreach Program.

Requires coordination with the Employment Development Department for transferring administration of these programs, including the transfer of state civil service employees, records, and appropriated funds related to program administration.

Makes legislative findings that California's 2 million veterans face challenges navigating a complex benefits system, with veteran unemployment at 7.9 percent and an estimated 15,179 homeless veterans in the state.
