Authorizes veterans service organizations to volunteer as veterans service advocates at Department of Corrections and Rehabilitation facilities to assist incarcerated veterans.

Requires advocates to develop a veterans economic recidivism prevention plan for each veteran inmate during the 180-day period before release, including facilitating access to federal and state veterans' benefits.

Mandates the Department of Corrections and Rehabilitation to provide advocates with access to veteran inmates (subject to security screening) and existing resources such as computer and internet access to implement the prevention plans.

Requires advocates to coordinate with the United States Department of Veterans Affairs, California Department of Veterans Affairs, and county veterans service officers for assistance, training, and plan evaluation.

Defines "advocate" as a federally certified veterans service organization and "veteran" as a person discharged from the military branches, Merchant Marine, or American Red Cross.
