Makes persons with disabilities eligible for compensation from the Restitution Fund (up to $10,000) when their guide, signal, or service dog is disabled or killed due to violations of Penal Code Sections 600.2 or 600.5

Adds injury to or death of a guide, signal, or service dog as a compensable loss under the victim compensation program, provided the injury or death results from specified crimes

Authorizes the California Victim Compensation and Government Claims Board to reimburse veterinary services, replacement costs, and other reasonable expenses related to disabled or killed service dogs (up to $10,000)

Clarifies that persons with disabilities whose service dogs are harmed may apply for compensation through the victim compensation board in addition to court-ordered restitution from the defendant

Makes an appropriation by expanding authorized uses of the continuously appropriated Restitution Fund
