Authorizes the California Building Standards Commission to appoint individuals from the energy and resource efficiency professions to advisory panels, in addition to representatives from design professions, building and construction industry, the general public, and governmental agencies.

Requires advisory panel members to be specifically knowledgeable and qualified in the type of building standards work relevant to their appointment.

Panel members serve without compensation but may receive actual necessary travel expenses.

Establishes legislative intent to enact legislation promoting the creation of energy and resource efficient homes in California.
