Expands the definition of "public works" subject to prevailing wage requirements to include infrastructure project grants from the California Advanced Services Fund (CASF) authorized under Public Utilities Code Section 281.

Specifies that the Public Utilities Commission is not considered the awarding body or body awarding the contract for purposes of CASF infrastructure grants.

Includes postconstruction cleanup work at jobsites as part of the definition of "construction" work subject to prevailing wage requirements.

Makes willful violations of prevailing wage laws on CASF-funded projects a misdemeanor, establishing a state-mandated local program.

Contains provisions coordinating with Assembly Bill 26 to avoid conflicting amendments to Labor Code Section 1720 if both bills are enacted before January 1, 2015.
