Amends Elections Code Section 13001 to shift cost responsibility for special elections to fill vacancies in state and federal offices from counties to the state, effective January 1, 2013 and thereafter.

State shall pay all expenses for elections proclaimed by the Governor to fill vacancies in California State Senate, State Assembly, U.S. Senate, or U.S. House of Representatives positions.

When a vacancy-filling election is consolidated with a statewide or local election, the state pays only the additional expenses directly related to the vacancy election, not the consolidated election's full costs.

County and city treasuries remain responsible for all other election expenses authorized and necessarily incurred under Election Code provisions.
