Department of Housing and Community Development shall conduct research and submit mandatory building standards for recycled water system installation in newly constructed single-family and multifamily residential buildings to the California Building Standards Commission during the 2016 Intervening Code Adoption Cycle.

California Building Standards Commission shall conduct research and adopt mandatory green building standards for recycled water system installation in newly constructed commercial and public buildings, considering proposals during the 2016 Intervening Code Adoption Cycle.

Recycled water system installation mandates apply only to areas within local jurisdictions with feasible and cost-efficient access to water recycling facilities or identified in public water system urban water management plans, and do not apply where potable reuse is the only use.

Both residential and commercial recycled water standards research shall address outdoor and indoor applications, system costs, water savings estimates, and safety measures such as purple pipe or special markings for indoor recycled water piping.

Department and Commission are authorized to expend funds from the Building Standards Administration Special Revolving Fund for research and development activities, with local jurisdictions able to further limit mandate areas if public water systems or recycled water producers determine implementation is not feasible or cost-effective.
